Description - Description: The Department of the Treasury, Internal Revenue Service (IRS) intends to acquire a full-service provider license for the U.S. Postal Service (USPS) National Change of Address (NCOA) Linkage product using FAR Part 13 Simplified Acquisiti on Procedures. The license for the NCOA link product includes access to 48 months of change of address data on a weekly basis.
