The Purpose Of This Procedure Is To Select Qualified Service Providers Who Will Accompany The University During Phases 2, 3, And 4 Of The Program By Delivering Services Across: • Redesign And Documentation Of Business Processes, Aligning Them With Sap S/4Hana Standards And Simplifying Operations • Technical Migration, System Configuration, And Deployment Of The Sap S/4Hana Solution • Independent Program Management Support, Ensuring Coordination, Planning, Risk And Quality Oversight Across All Workstreams • Change Management, Organisational Redesign, And User Enablement To Ensure Adoption And Sustainability Of The Transformation Given The Complexity And Diversity Of The Services Required, The Contract Is Organized Into Four Distinct Lots, Each Corresponding To A Key Workstream Of The Program: • Lot 1 – Sap Ecc To S/4Hana Migration: Covers All Technical Migration Activities Including Migration Planning, Execution, Testing, Deployment, System Configuration, And Technical Project Governance. (An Initial Contract For Lot 1 "Lot N°1 Mission N°1" Will Be Awarded At The End Of The Tender Process Together With The Framework Agreement.) • Lot 2 – Processes Redesign And Documentation: Focuses On Business Process Redesign Using S/4Hana Best Practices And Applying A Dedicated Framework For Process Modelling And Documentation. Mandatory Certification In The Aris Platform Is Required For This Lot. • Lot 3 – Assistance To Manage The Transformation Program: Provides Independent Program Management Support Services Such As Coordination, Reporting, Risk And Quality Management, Planning, And Stakeholder Alignment. The Contractor Under Lot 3 Will Operate Independently From The Implementation Teams (Lot 1 And Others), And Report Directly To The University’S Designated Program Governance Structures. • Lot 4 – Organisational Redesign And Change Management: Addresses The Human And Organizational Aspects Of The Transformation, Including Stakeholder Engagement, Training, Communication, And Support For New Roles And Responsibilities Resulting From The Redesigned Processes. This Structure Allows Expert Providers To Propose For The Lot(S) Best Aligned With Their Core Competencies, While Ensuring Coordinated And Phased Execution Of The Overall Program. Each Lot Will Be Awarded Separately Under This Competitive Procedure With Negotiation. This Procedure Is Aimed At Concluding For Each Lot, A Framework Agreement With A Single Contracting Party. Candidates Are Encouraged To Submit An Application For One, Several, Or All Lots. However, Due To A Potential Conflict Of Interest Between The Roles Of System Integrator (Lot 1) And Programme Management Assistance (Lot 3), A Same Tenderer May Not Be Awarded Both Lot 1 And Lot 3 — Whether Acting As Sole Tenderer, Member Of A Consortium, Or Subcontractor. Consequently, Candidates Are Allowed To Submit An Application And An Offer For Both Lots 1 And 3, But They May Only Be Awarded One Of The Two.
