The award of the contract to Wiley can be based on Article 2.32 paragraph 1 sub b under 3 of the Public Procurement Act 2012: the gov ernment contract can only be carried out by i) a specific entrepreneur, because ii) exclusive rights, including intellectual property rights, must be protected and iii) there is no reasonable alternative or substitute.
