Description: The agency/contractor shall execute the services set out in this document set in accordance with the specifications mentioned herein: Scope of work: The primary scope of this work is to undertake technical evaluation (post-evaluation) of the STDF/IND/198/STF project, which is being implemented in four states. As part of the project evaluation the agency/contractor needs to undertake desk review, prepare an evaluation framework, including concise methodology, key evaluation questions, conduct data collection through field visits, household survey interviews, meetings with various project stakeholders in spice value chain, which include government officials and project staff, and beneficiaries as detailed in the project evaluation TOR. The final deliverable of the evaluation will be a report, including information on the following: • Identify possible lessons learnt and propose practical recommendations for possible future interventions by the implementing agency, project stakeholders, as well as other development partners more broadly; • Analyse the project's performance at the national level and identify best practices and successes. • Compile information on the following: • Potential impact of the program on the increased proportion of selected spices clearing quality tests, increase in export (export market and local market) value of the four selected spices to quality-sensitive markets (EU, US, Japan, etc.), and increase in income of farmers as a result of the intervention on capacity building aimed at compliance with SPS issues and market requirements. • Identification of best practices and success stories that can be replicated or expanded at the national or regional level. • Analyse the impact of the COVID-19 crisis on the project, assess the mitigating measures put in place by the implementing agency and provide recommendations on how to improve the response of the implementing agency and the FAO to the needs given the operational cons |
