Description

Description: The Consultant will work closely with the designated Safeguards Specialist, Office of Safeguards, and
relevant ADB departments/staff to achieve safeguards compliance. To guide and support the borrowers in
achieving safeguards compliance through supervision and monitoring, the Consultant is required to
undertake a safeguard review audit of assigned projects. To undertake the audit, the consultant will
liaise directly with the borrowers and through review of documentation, field visits, interviews with
the borrowers, other safeguard consultants, regulatory authorities and other stakeholders, contractors
and local communities, the Specialist will assess the current level of compliance with the safeguard
requirements as well as the history of safeguards performance since loan effectiveness. Informed by
their findings, the consultant shall recommend a time bound Corrective Action Plan (CAP) to ADB to
address any non-compliances and generally improve the borrower’s capacity for safeguards implementation
on the ground.
Assigned projects: Ahmedabad Peri-urban Livability Improvement Project, Kerala Urban Water Services
Improvement Project, Kolkata Municipal Corporation Sustainability, Hygiene, and Resilience (Sector)
Project and Tamil Nadu Urban Flagship Investment Program (Tranche 1, 2 and 3). This list is indicative,
and may be revised depending on the project requirements.
The consultant will be engaged for 44 working days on an intermittent basis from July 2025 to 31
December 2025. The consultant will submit the required deliverables on dates as agreed with the TA
Supervising Unit (TASU) officer and/or designated Safeguards Specialist.
