TERM OF REFERENCE Background of the project This project “Preventing Child Labor and Strengthening, Protecting & Promoting Human Rights in the Garment Supply Chain of Delhi –Phase 2” aims to identify ‘at risk’ children in the project intervention area and support their overall development through remedial classes or by enrolling them into formal education post bridge course at the Multi-purpose Activity Centre. The centre will also act as a platform for organizing health camps and providing life-skills to adolescents and youths. Support will also be extended to identified government schools in the project area to develop resource centres that assist a child’s transition to formal education and capacitating teachers to provide an inclusive environment for vulnerable or at risk children. We are operating 7 MACs in domestic, small-scale industry or market areas to familiarise and provide remedial education, prepare dropout children for formal education system and deliver counselling, life skills education and healthcare for potential and existing child labourers. Children enrolled will also be educated on children rights like the right to health, education, family life, play and recreation, an adequate standard of living etc. We are providing learning materials for the Multiple Activity Centres. Age appropriate activity based learning materials including audio-video materials, books, games (puzzles, blocks, alphabet) with the objective of developing basic skills for children who have never enrolled/dropped out to enrol into formal education, to develop curious minds are given to engage them in the learning process and inculcate an interest to enrol and continue formal education. Scope of work The PSS Counsellor will be responsible for providing counselling support to children and their families who are in need and guide and provide support to those who are identified in need of PFA from the project district/operational area. Consultant will do the required (5) group sessions at each MAC location with children/Families and identify the cases. Prepare agenda, reports of these sessions and submit after every session. Consultant will do individual sessions with identified (need base) children/families. Consultant will maintain individual case profiling and case record of the child targeted and link the critical cases with apt agencies.
