Request for Proposal Project Title: Hiring an agency for verification of beneficiary and Social Entitlements under the Global Fund supported KP grant Project period 1 July 2023 to 31 March 2024 Dates, Duration, Days & Hours: Project period Location: Principal recipient location - India HIV/AIDS Alliance, 6 Community Centre, Zamrudpur, Kailash Colony Extension, New Delhi 110 048 SR and SSR Location - Please refer to Annexure 1 Point Person in India HIV/AIDS Alliance Mr Kushal Pal Senior Manager: Grants & Accounting Background: India HIV/AIDS Alliance (Alliance India) is a non-governmental organisation operating in partnership with civil society, government, and communities to support sustained responses to HIV in India that protect rights and improve health. Complementing the Indian national programme, we build capacity, provide technical support and advocate to strengthen the delivery of effective, innovative, community- based HIV programmes to vulnerable populations affected by the epidemic. Presently Alliance India is implementing projects with support from organisations like The Global Fund, Elton John AIDS Foundation, Amplify Change, APPI and UNFPA Alliance India works through NGO and CBO partners to support efforts that sustainably impact HIV. We place communities at the centre and work to ensure that vulnerable and marginalised people are meaningfully involved in all aspects of our response, including sex workers, men who have sex with men (MSM), transgender, injecting drug users (IDUs) and people living with HIV. Our programming and policy efforts are driven by evidence of what works; quality and accountability are core priorities in our interventions, technical support, and grant management. Introduction of Key Population (KP) Grant programme: India HIV/AIDS Alliance implemented the Global Fund supported “COVID-19 Response Mechanism (CR19RM)” as emergency support to the key population (KP) to provide financial and dry ration support during the pandemic. The challenges observed during the implementation of the CR19 RM program for linkage of KPs to Direct beneficiary transfer (DBT) and the dry ration programme were the non- availability of basic documents like identity proof, lack of bank accounts, discrepancy in documentation, etc. These identity, residence proof and bank accounts are essential documents to avail the social protection services. Many KPs do not have the requisite documents to avail the social welfare schemes or the GF DBT support. The project is intended to facilitate the KP population for getting the social entitlements and, in turn, linkages to the social protection schemes.
