RFP No.: Intelehealth/eSanjeevani/2023-24/02 Issue Date: 14th March 2024 Closing date: 29th March 2024 Assignment: Request for proposal: - Assess the Telemedicine's Impact on Patient Health Outcomes at Comprehensive Primary Health Care Level: A Prospective Study Implementing Agency: Intelehealth Duration of the study: 3 Months 1) About Intelehealth invites bids from prospective agencies through this Request for Proposal for “Hiring an agency to assess the Telemedicine's Impact on Patient Health Outcomes at Comprehensive Primary Health Care Level: A Prospective Study''. Intelehealth would like to monitor the health outcomes and rate of recovery to evaluate the impact of telemedicine on patients’ health. The engaged agency will be expected to perform the following listed tasks: Creating a comprehensive proposal suggesting appropriate research design, designing a questionnaire, collecting and analyzing data, and producing reports. Additionally, collaboration with the Intelehealth Monitoring, Learning, and Evaluation team is crucial for aligning with project goals. Sampling: Design a sampling strategy to ensure the selection of a representative sample of 450 (300 Odisha {in two adjacent districts of Odisha} and 150 Nashik {in two blocks of Nashik}) patients attending telemedicine consultations at the facilities in Odisha and Nashik. The sampling approach should account for demographic diversity and ensure adequate sample size for meaningful analysis. In addition, 50 qualitative interviews (30 Odisha and 20 Nashik) need to be conducted. Hiring of Enumerators and Supervisors: Recruit individuals with suitable qualifications and medical experience to serve as enumerators and supervisors for the study. *There would be an assessment process for enumerators and supervisors. Intelehealth will choose the enumerators based on the assessment scores. For data collection, it is suggested to have enumerators who have 5-6 years of experience. Good to have such enumerators who have medical background. The agency is expected to have doctors (MBBS or MD) with medical experience, with point-of-care devices (such as blood glucose monitors, digital weighing scales, blood pressure monitors, thermometers, pulse oximeters, ECG monitors, etc). The interviewer is expected to know Oriya, Marathi and Hindi for easy communication to the patients who speak Oriya, Marathi and Hindi. If not, the agency is expected to have a translator with them. Share a data collection plan: Timelines for the data collection would be one month only. Collection of data from all the sample locations at each of the mentioned facilities. The list of facilities will be shared with you after recruitment. Pilot of tools in the field: Conducting a trial or pilot implementation of the project tools, such as questionnaires or point of care devices, in the field to test their effectiveness, usability, and feasibility before full-scale implementation. Effective communication with stakeholders in Oriya and Marathi speaking regions will be ensured throughout the process. Ensure the quality of data through regular monitoring at the field level and hold a discussion with the Intelehealth MLE Team to resolve the data quality issues. *The agency will be held responsible for any kind of data loss. Logistical arrangements for the training of Enumerators and Supervisors (five [5] days of training, including two [2] days of field practice) will be taken care of by the agency. Devices (mobiles or tabs) will be provided by the agency only to the field staff. Tools/questionnaires need to be translated into KOBO Collect or any other suitable platform. Appropriate synchronization of quantitative data to the Intelehealth server (access link will be provided). Recorders need to be provided by the agency for qualitative interviews Recording of every qualitative interview shall be uploaded on the google drive provided by Intelehealth. If the respondents denied for the recording of qualitative interview, interview shall be conducted via pen and paper (PAPI), agency should provide one note taker in this case. Transcription of all qualitative interviews shall be provided by the agency to Intelehealth within a week time after the data completion from all the locations. Regular sharing of summary on a daily basis on the progress of data collection. *Agency will be held responsible for any kind of data loss. In such cases, data to be collected again with no extra cost to Intelehealth. Support Provided by Intelehealth Intelehealth will help the agency in obtaining permission or any required pre-appointment to reach the participants of the study. Intelehealth staff will be responsible for providing technical support in training with enumerators and supervisors. We will provide the itinerary and locations for the field practice.
