Description - Description: The ROM is the external monitoring system of DG INTPA, DG ENEST, and DG MENA. It aims at enhancing the European Commission's internal control, accountability, and management capacity with a strong focus on results. It is external since i t is contracted to independent consortia, but it complements the internal monitoring performed by the EU as well as the continuous monitoring by Implementing Partners.
