Request for Proposal (RFP) for hiring of Labour Compliance Firm(BISA) Background The Borlaug Institute for South Asia (BISA) is a non-profit international research institute dedicated to food, nutrition and livelihood security as well as environmental rehabilitation in South Asia, which is home to more than 300 million undernourished people. BISA is a collaborative effort involving CIMMYT and the Indian Council for Agricultural Research (ICAR). Please refer to the website for more information: www.bisa.org and www.cimmyt.org BISA invites the proposal from a firm for review of labour compliance bills and provide audit certificate for the compliances of its labour service providers working in across various states. Scope of Work BISA-India requires thorough review of monthly labour bills at regular intervals and a certification from the Chartered Accountant firm that the labour vendors have complied with all the laws mentioned in the agreement, calculations are correct and report the discrepancies (if any) with a solution for resolving those, wherever applicable. The review should cover end to end compliance related activities with respect to employee’s provident fund (EPF),employee state insurance (ESIC) and to ensure that Fixed staff are covered under medical insurances as per labour policy. Act as a bridge between the site PoC and core CSP team for monthly bill review. The approx. no. of fixed and casual labourers hired in BISA at present across India are as follows on monthly basis. Location BISA Fixed Staffs Casual Labours Ludhiana 52 159 Jabalpur 85 Pusa 17 88 The Firm will quarterly review the compliances and submit report as per below timelines: - Period Timeline to submit certificate Jan – Mar 2024 By 30th April 2024 Apr – June 2024 By 31st July 2024 July – Sept 2024 By 31st Oct 2024 Oct – Dec 2024 By 31st Jan 2025 Discuss the finding of the compliance report with BISA Management and suggest the way forward to resolve the issues raised in the report and to mitigate the associate risks. Advise on the applicable Labour laws to BISA, not limiting to informing about changes in minimum wages and share the updates from time to time. Check the Invoices and supporting documents submitted by Labor Contractors and point out any flaws in the computation of figures on periodic basis across all locations. Examining the accuracy and completeness of the compliances carried out by the Labor contractors engaged by BISA and highlight the deficiencies in the compliances. Analysis the prevailing risk factors to BISA while dealing with Labor contractors and advice to take corrective measures to mitigate the risks. A Visit to Ludhiana Office and other BISA sites as per the requirement. Guide site colleagues about the correction of recurring gaps, share learnings via joint call every quarter. Guidelines for Submission of Proposal: Sealed, Signed & stamped proposals on company’s printed letterhead should be sent (by hand or courier); handwritten quotes will not be accepted for the selection process. Validity of Proposal: 1 Year. Payment terms: Quarterly basis. The Envelope should be superscribed “Proposal for Labor Compliance for BISA”. Last date of submitting the sealed proposal: November 30, 2023. The financial proposal should be submitted in the format given at annex I. Documents to be enclosed with the proposal: Proof of address ID of legal representative Bank statement/Cancelled Cheque Tax ID (PAN Card & GSTIN) Official letter of registration/Certificate of Incorporation Client list copy of the Aadhar card of the partners/proprietors.
