This Request for Consortium Management (RCM) seeks to re-establish the DoD Manufacturing Innovation Institutes (MII ) in the Advanced Fibers and Textiles technical focus area as a Revolutionary Fibers and Textiles Consortium (RFTC) other transaction (OT) agreement.
