An Offer That Is Vague And Ineligible For Evaluation Or Is Subject To Conditions, Is Rejected As Unacceptable, After The Opinion Of The Tender Implementation/Evaluation Committee. Also, An Offer That Falls Short Of The Starting Price Will Be Rejected As Unacceptable.
