Providing satellite communication services for online seismic data transmission 30th June 2023 up to 11:00 am The prospective bidders are requested to download and submit the filled-in Tender form in a sealed envelope, duly signed by them to The Director General, Institute of Seismological Research, Department of Science and Technology, Govt. of Gujarat Knowledge Corridor, Raisan Gandhinagar Gujarat-382007, India TERMS AND CONDITIONS The bidder fulfilling the eligibility criteria may visit the ISR to understand the requirement of satellite link, an understanding of the objectives of the satellite communication services, procedure for carrying out the work etc. to obtain the desired output, and the degree of detail of such output vis-à-vis the requirement of ISR. The bidder/firms/companies will make Power Point Presentation of the proposals (after a week’s time of last date) before the Committee constituted by the Competent Authority for the purpose. Based on the recommendations of the committee, the bidder/firms/companies will be selected for the participation in the limited tender. The firm/agency will be evaluated based on their technical and financial capabilities. For final evaluation, ‘L1’ will be decided on the basis of the price. The time and date of visit and presentation will be intimated to the eligible bidder/firms later. The intending firms/companies that have experience of executing similar works with Central/ State Govt. Departments will be given priority. ABOUT INSTITUTE OF SEISMOLOGICAL RESEARCH The Institute of Seismological Research (ISR) is functioning as an autonomous institute under the aegis of the Department of Science & Technology (DST), Government of Gujarat. ISR was registered in 2003 as a Society under societies registration act, 1860 and Public Trust under Mumbai Charitable Trust Act 1950. It started its scientific activities in 2006. The ISR is unique in India being the only institute fully dedicated to Earthquake Studies. The vision of the institute is to understand the science of earthquake occurrences and use this knowledge to save lives and minimize damage due to earthquakes. Apart from addressing cutting-edge topics like understanding the physical processes related to earthquake genesis, ISR promptly disseminates earthquake notifications to the higher govt. authorities, disaster management people, public and media within minutes of the occurrence of an earthquake. For this, ISR has deployed around 60 seismic stations in the Gujarat state and neighboring border region, out of which 50 stations are having VSAT connectivity. Among these, 48 are remote stations and 2 central data receiving stations, and the seismic data from remote stations is being transmitted in near real time continuously at two central stations i.e. ISR, Gandhinagar and SSNNL, Vadodara. Some salient features of the present VSAT network are: The VSAT network operate in Ex- C band, and connectivity is being provided using the GEO orbit satellite. Each remote site is having 1.2 m antenna, ODU, and IDU. The hardware is of Hughes make. 2.4 M receiving antenna with Comtel router and modem are installed at CRS, ISR and CRS, Vadodara. The bandwidth allocated to each remote station for transferring the data from remote site to VSAT service provider’s Hub is 8 Kbps. The backhaul bandwidth from the Hub to CRS, Gandhinagar is 256 Kbps. The backhaul bandwidth from the Hub to CRS Vadodara is 36 Kbps. At present, M/S Hughes is providing VSAT services using GEO orbit satellites, and this arrangement has been in place for more than a decade. However, ISR now wishes to transition to newer technology that can offer improved, faster, and more reliable data transfer from the remote stations to the CRS. As a result, ISR is inviting proposals from eligible service providers through this Expression of Interest (EOI). SCOPE OF WORK As mentioned earlier, the Institute of Seismological Research (ISR) is running and maintaining the Gujarat State Seismic Network consisting of 60 broadband seismological (BBS) stations. ISR is monitoring the Gujarat state seismicity on 24 * 7 basis for whole year. In the existing set up 48 seismic stations are connected with satellite (VSAT) and data is coming online in near real time at central station (Gandhinagar). The analysis is done using the seismological software for estimating the epicentral parameters like magnitude, origin time, location of an earthquake at the CRS, Gandhinagar, and earthquakes of M≥2.5 occurring within the state are being reported to the concerned authorities, within minutes. The seismic data from the remote seismic stations of Gujarat state is transmitted in real time to CRS, Gandhinagar via VSAT.
