REQUEST FOR INFORMATION FOR PROCUREMENT OF LIGHT AMBULANCE (4x4) THROUGH CAPITAL ROUTE Dear Sir/Madam, 1. The Ministry of Defence, Government of India, intends to procure Light Ambulance (4x4) through capital route and seeks participation in the procurement process from prospective Bidders subject to requirements in succeeding paragraphs. Synopsis 2. Broad Description of Equipment/System. (a) Medical echelons have played a very significant part in delivery of medical care to troops deployed at border over the past decades. These establishments are also responsible for evacuation of patients from these forward areas. The importance of medical evacuation during the early management of combat trauma is undoubted and need no elaboration. (b) Indian Army envisages procuring specialized vehicles for transportation of casualties from forward medical echelons and also able to operate in various terrains like mountains, desert and plains. (c) These vehicles will be based on contemporary available chassis with superstructure and requisite medical equipments. REQUEST FOR INFORMATION (RFI) : LIGHT AMBULANCE 4x4 1. The Ministry of Defence, Government of India, intends to procure Light Ambulance 4x4 for use by the Army, Navy & Air Force. The vehicle will be used for transportation of patients in hills, high altitude, cross country, plains & desert terrain as prevalent in the country. The vehicle should be based on contemporary technology to meet the specific requirement of the services. 2. This RFI consists of two parts as indicated below:- (a) Part I. The first part of the RFI incorporates Operational Parameters and Broad Technical Requirements that should be met by the vehicle and tentative date of issue of the RFP and the quantity required to be procured. Few important technical parameters of the proposed equipment are also mentioned. (b) Part II. The second Part of the RFI states the methodology for seeking response from vendors. Submission of incomplete response will render the vendors liable for rejection. (c) Part III. Guidelines for Framing Criteria for Vendor Selection/Pre Qualification in Buy Indian (IDDM), Buy (Indian) and Buy & Make (Indian) Cases. PART - I : OPERATIONAL PARAMETERS & BROAD TECHNICAL REQUIREMENTS 3. Operational Parameters. (a) The vehicle should employ contemporary technology in all its systems to deliver best performance and reliability. It should be able to perform optimally in desert, cross country and High altitude areas upto 5000 metre above Mean Sea Level (MSL). (b) Vehicle Dimensions and Weight. The overall weight of the vehicle should allow it to go across a Class 5 bridge (weight carrying capacity of 05 tons) and dimensions of vehicle should allow vehicle to be transportable by broad gauge section of the railway with ODC clearance. The vehicle should be transportable in service aircraft and provided with lashing points / hooks on all four sides so that it can be air dropped. Maximum proposed specification/dimension is as under:- (i) Length of vehicle body (mm) - 5579 Millimeter (ii) Width of vehicle body (mm) - 2000 Millimeter (iii) Height of vehicle body (mm) - 2865 Millimeter (iv) Kerb weight (Kg) - 4085 Kilogram (v) Gross vehicle weight (kg) - 4860 Kilogram (c) Patient and Passenger Load/ Pay load The vehicle should be capable of carrying FOUR patients (TWO lying patients and TWO sitting patients OR FOUR sitting patients) alongwith medical staff (one medical attendant and Ambulance Man(driver) (with their personnel weapon and equipment) in a safe, sturdy and stable manner. (d) Attributes. Should be able to perform the specialist role of Ambulance vehicle. Should be able to carry upto six personnel (including driver) in full battle load alongwith associated equipment/ stores as per requirement of ambulance vehicle . Should combine high mobility in all kinds of terrain with a significant 5 degree of protection at an affordable cost. Climate control for operation in adverse weather condition. Ruggedised suspension system for sustained cross country movement. 4. Broad Technical Requirements. (a) Patient and Passenger Load:- (i) 02 Berths should be provided in the vehicle with adequate space between them for convenient handling of the patients. (ii) One additional seat to be provided for sitting medical attendant/nursing staff/patient. (iii) Adequate space should be provided between berths and between berth and walls. (iv) Length of the stretcher should be 2.29 metres. The provisioning of stretcher railings on berths to be catered by OEMs. (v) Berth should be cushioned. (vi) Stretcher should be held strong by way of hinges and chains. (vii) A sliding door or sliding glass window to be provided in the partition dividing the driver‟s cab and ambulance unit for easy communication. (viii) Canvas bag of standard size to hold medical case papers of the patient duly hung in berth. (ix) Adequate number of Racks/cabinets for medicines dressing materials and transfusion bottles linens, blankets, first aid kit etc. (x) Provision of compartment (space) under at least one lower berth for storing stretchers, splints, linens, blanket, tools etc. The space should be covered from all sides and capable of being opened with lid having provision for locking. (xi) Stand/bracket for minimum of two oxygen cylinders- 623 Ltr. (xii) Provision of switch boards for switches (minimum four). (xiii) Sliding ladder for convenient loading/unloading of patients. (xvi) Small wash basin with water tank. (xv) Detachable soil bin for discarded dressing materials etc. (xvi) Hooks on ceiling for transfusion bottles. (xvii) Provision of space above medicine cabinet. (xviii |
