REQUEST FOR INFORMATION (RFI) : CLIP ON NIGHT SIGHT 1. Ministry of Defence, Government of India is desirous of procuring Clip on Night Sight for Special Forces. With the view to identify probable vendors who can undertake the said project, OEMs/ Vendors are requested to forward information on the product which they can offer. This RFI should be read in conjunction with DAP 2020. 2. The RFI consists of three parts as indicated below :- (a) Part I. The first part of RFI incorporates operational parameters and broad technical requirements that should be met by the equipment and tentative date of the issue of RFP and the quantity required to be procured. (b) Part II. The second Part of RFI states the methodology seeking response of vendors. (c) Part III. Guidelines for Framing Criteria for Vendor Selection/PreQualification in Buy Indian (IDDM), Buy (Indian) and Buy & Make (Indian) Cases. PART - I: OPERATIONAL PARAMETERS AND BROAD TECHNICAL REQUIREMENTS 3. Intended Use of Equipment (Operational Requirement). Indian Army seeks Clip On Night Sight for Assault Rifles with latest technology parameters so that the soldier can engage targets at maximum effective range using 7.62 x 51mm, 7.62 x 39mm & 5.56 x 45mm Assault Rif effectively. 4. The broad characteristics of Clip On Night Sight sought by Indian Army are as given below :- (a) Technology. Uncooled Thermal Imaging with minimum FPA : 640 x 480. Pitch less than or equal to 12 microns. (b) Reticle Pattern. The sight should have suitable reticule pattern to facilitate accurate engagement of target with 7.62x51mm or 7.62x39mm or 5.56 x 45mm Assault Rif upto their effective ranges of 500m and 400m & 300m respectively. (c) ‘Clip On’ Night Sight. The Night Sight offered should be a ‘clip on’ sight and it should facilitate engagement of targets at night or under poor visibility conditions when used in tandem with telescopic sights providing magnification upto 4X. ‘Clip On’ Night Sight should not require calibration every time it is dismounted and remounted on the Assault Rif. (d) Mounting. The Night Sight should be capable of being mounted on Military Standard 1913 compliant Picatinny Rail. (e) Detection Range. Detection of a moving human target at minimum 800m. (f) Recognition Range. Recognition of a human target at minimum 300m. (g) Weight. Minimum weight of Sight incl Picatinny mount should be less than 500 gms. 2 (h) Polarity & Display. It should have micro display monochrome. It should have colour OLED display. It should be able to display, usage status of the night sight in terms of no of hours used since induction. (j) Electronic Zoom. Minimum 1X up to 4X. (k) Startup Time. It should not be more than 10 seconds. (l) Weapon Picatinny Mount. (i) It should feature a quick detach (QD) single lever lock mount to attach/ detach on the picatinny rail. (ii) The weight of the picatinny mount should not be more than 60 grams. (m) Clip On Capability. (i) Should work with existing Day scopes of 1X-5X magnification. (ii) In Clip on mode the sight should be auto zeroed in front of the day scope. (iii) Optical axis of the sight should not be higher than the alignment of the day scope. (n) Focus Range. Minimum 0.4 Meter to infinity. (o) External Video Interface. It should feature an external video port such that the video at a minimum frame rate of 25 fps can be connected with wired media to a display compatible with PAL video system. (p) Battery Status Indicator. System should display battery status real time on its screen with low battery indication. (q) Ruggedness. (i) System should be ruggedized as per relevant portions of JSS-5855-11-2019 (first Revision) in respect of High & Low temperature, humidity, shock vibration and bump supported by National/ International accredited lab certificated and provided with a ruggedized container for transportation. (ii) It should be made of aircraft grade aluminium or similar material. (r) Electrical/ Batteries. Should be supplied with a commercially available rechargeable Li-ion or equivalent battery with an AC/DC battery charger. (s) Battery Efficiency. The sight should remain fully operational on single/ set of cell/ battery for not less than four hours at 270C (+2 0C). (t) Laser Pointer. It should provide laser aiming pointer both NIR and visible. 3 (u) Non-Uniformity Correction (NUC). Sight should have manual & automatic feature in it. (v) Minimum Resolvable Temperature Difference. To be specified by the OEM (w) Reverse Polarity Protection. Should have Reverse Polarity Protection. (x) Operation and Maintenance. (i) Operational Temperature. Minimum -200C to -100C. Maximum 400C to 450C. (ii) Storage Temperature. Minimum -350C to Maximum +550C. (y) Service Life. Minimum service life of 10,000 hours of operation or 12 years whichever is earlier. (z) Environmental Standards. As per relevant standards of JSS-5855-11-2019 (first Revision). (aa) BITE. Should have Built in Test Equipment (BITE) feature. 5. Tentative date of issue of RFP is Jun/Jul 2024. Total quantity required is approximately 2165 (Two Thousand One Hundred Sixty-Five only) Night Sight. Planned to be procured in a phased manner, the desired quantity should be delivered within six (06) months to twenty-four months (24) from the day of signing of the contract. The vendors should confirm if they can deliver requisite quantity of Night Sight within the stipulated timeframe. 6. Vendors should confirm that following conditions are acceptable :- (a) The solicitation of offers will be as per ‘Single Stage-Two Bid System’.
