Description - The Naval Air Warfare Center Weapons Division at China Lake, CA intends to procure on an other than full and open competitive basis the following items: Development & Evaluation of Plastic Explosives (Qty 1 lot). This requirement is sole sourced to R eynolds Systems Inc. (RSI), 18649 State Highway 175, Middletown, CA 95461-9734. RSI is the only company that has the technology to test the new material to show it will work in their initiation systems. The new material must function properly in the RSI-owned initiators.
