Description - THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.  The National Geospatial-Intelligence Agency (NGA) intends to issue a sole source Indefinite Delivery-Indefinite Quantity (IDIQ) Cost-Plus-Fixed-Fee (CPFF) contract with Pennsylvania State University Applied Research Laboratory (PSU/ARL), located in University Park, PA.  The proposed contract action is being pursued under the statutory authority of 10 U.S.C. 3204(a)(3)(B), as implemented by FAR 6.302-3, Industrial Mobilization; Engineering, Development, or Research Capability; or Expert Services. Pursuant to 10 U.S.C. 3204(a)(3)(B), and implemented by FAR 6.302-3, “the head of an agency may use procedures other than competitive procedures
