Description - Description: The offering of Odin2 includes an agreement consisting of two (2) sub -contracts: the application contract and the operating contract. The application contract includes the development, delivery, support and maintenance of a new Internet -facing reporting system to the Emergency Management Agency (ODIN2) and an IDP that supports access management to the Emergency Management Agency's systems, as the current reporting system (ODIN) must be replaced. The operating contract includes the operation of Odin2. Both sub -contracts will be awarded the same bidders. The development of Odin2 takes place by agile method in part deliveries after the set milestones in the application contract'
