Description - Description: The attached statement of objectives (SOO) defines the requirements for the Contractor to Engineer, Design, Furnish, Install, and Test (EDFI&T) a turnkey Giant Voice (GV) System at JB-MDL NJ. The current GV system consists of forty-two ( 42) outdoor GV poles (i.e., towers) that span over three joint base areas: McGuire, Dix, Ranges, and Lakehurst. McGuire was upgraded during Phase 1 with SiRcom siren arrays and SiRcom control units. This SOO provides for Phase 2 of this requirement and will continue and complete the upgrade to the Dix, Ranges, and Lakehurst areas; it shall require installation of SiRcom equipment for interoperability and compatibility with the recently upgraded M
