The individual consultant services include but not limited to: Serving as focal point for environmental risk management related to the Project, including in maintaining communication between World Bank, PMU, PIUs, local governments, relevant ministries, and any participating stakeholders, e.g. consultants, communities, academicians, non-governmental organizations; Ensuring that all environmental safeguards aspects as stated in the ESMF, ESCP, and SEP are properly integrated into project planning, implementation, and procurement packages. Working closely with PMU to advise PIUs and relevant stakeholders on environmental impacts and risks management associated with SCIP activities; Ensuring relevant stakeholders are informed about issues relating to implementation of SCIP environmental risk management and providing support as needed; Developing plan and materials for capacity building and delivering trainings on environmental risk management or safeguards for all SCIP personnel and relevant stakeholders; Continuous monitoring and maintaining records on the environmental safeguards’ performance of all PIUs in accordance with the ESMF and ESCP indicators; Conduct periodic assessments, supervision, and visits (at least semi-annually) to ensure compliance, mitigation measures, and propose necessary remedies; Preparing reports covering all environmental safeguards aspects of the Project; Carrying out any other duties as recommended by the PMU that contribute to achieving the environmental safeguards aspects of the SCIP. The individual consultant services are expected to start in April 2024 and performed over a period of 21 months. Further detailed Terms of Reference (ToR) for the assignment can be found in the attachment. The Directorate of Local Development at the Ministry of National Development Planning/National Development Planning Agency (Bappenas) now invites eligible individual consultant (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: Bachelor’s degree in the field of environmental sciences, environmental management, environmental engineering or other relevant fields, preferably with advanced training on environmental risk management and environmental policies; At minimum five years of substantial experience in providing advisory on issues related to environmental risk management as practiced in Indonesia; Demonstrable skill in environmental impact assessments, especially research instruments both qualitative and quantitative; Extensive knowledge of the World Bank Environmental and Social Framework (ESF), guidelines, and procedures on environmental risk management, preferably in the context of development and spatial plan projects, and the prevailing Government of Indonesia’ regulations and legal framework governing environmental risk management; Experience working in government and/or donor-funded projects and institutions would be an advantage; Excellent communication and reporting skills in Bahasa Indonesia and English are required, with ability to utilize office tools (e.g., Microsoft Words, Excel, PowerPoint, or similar applications). The selected individual consultant will be based in the Jakarta (Indonesia) office. The attention of interested Consultants is drawn to Section III, paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers dated November 2020 (“the Regulations”), setting forth the World Bank’s policy on conflict of interest. A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the Procurement Regulations.
