Description - Overall performance market for the Cusset heating network and biomass boiler room, within the meaning of articles L2171-3 and R2171-2 to R2171-3 of the Public Order Code. The SDE03 intends to use the competitive dialogue procedure in application of a rticles L2124-4 and R2124-5 of the Public Order Code to the extent that the need of the contracting authority cannot be satisfied without adapting immediately available solutions and that the response to this need consists of an innovative solution.
