TENDER NOTICE FOR Selection of an agency for Technical Advisory on MSWM for MoHUA and MAF funded “Waste Solutions for a Circular Economy in India” project Background: The members of the NAMA facility (NF) board have committed to financing NAMA Support Project (NSP) titled ‘Waste Solutions for a Circular Economy in India” to GIZ for 5 years. The NSP is divided into 2 phases of implementation. Phase 1 will operate for 1 year and phase 2 for 4 years. As part of the project, five geographies are proposed including Bengaluru, Varanasi, Bihar, Goa, and Trichy. GIZ will act as the NAMA Support Organization (NSO) for the project and will be responsible for the delivery of funds, services, as well as financial and administrative management of the project. Solid Waste Management in India is a responsibility of the municipalities with legislative powers vested in state governments as per the Constitution of India. Accordingly, Municipal solid waste management in India is regulated by the Solid Waste Management Rules, 2016. These rules state that all municipal authorities or urban local bodies are answerable for generation, on-site storage, collection, transportation, processing, and treatment of MSW in an ecologically congruous way with due thought to the standards of economy, energy, and aesthetics. Further, the Government of India through its various initiatives such as Swachh Bharat Mission are trying to harmonize and at the same time accelerate best practices in solid waste management throughout India and achieve zero discharge. The project would like to hire eligible service provider/consulting firm to support project activities related to low carbon waste management, EPR, capacity building and digitization in waste management. The core objective of the assignment is to provide technical advisory and monitoring support to the ‘Waste solutions for Circular Economy in India’ project and Ministry of Housing and Urban Affairs (MoHUA). Objectives: Broadly, the consultant will have the following objectives: Work Package 1: Analysis of the current landscape system of MSWM (Municipal Solid Waste Management) in India. Work Package 2: On-demand technical analysis consultant support to MoHUA and MAF Project Work Package 3: Gap Assessment of the currently available technologies and future requirements in the MSW management in India.
