TENDER NOTICE FOR Expert Support to SDAs for establishment of MSME Cell and Energy Management Cell (EMC) Background: GIZ, an international cooperation enterprise owned by the German Federal Government, implements development programs globally for sustainable development. Under the Indo-German Technical Cooperation, the "Indo-German Energy Programme" (IGEN) is jointly promoted by Germany and India to enhance energy efficiency, renewable energy, and access to energy for environmental and climate protection. Specifically, the Energy Efficiency component (IGEN-EE) collaborates with India's Bureau of Energy Efficiency to implement the Energy Conservation Act, focusing on energy efficiency and conservation. The project, "Energy Efficiency in Industry and Data," funded by BMZ Germany, aims to: a) Build capacity of selected SDAs to promote energy efficiency in Non-PAT industries. b) Provide Non-PAT secondary steel and pulp & paper industries with information on key energy efficiency processes and technologies. c) Institutionalize peer-to-peer learning among SDAs and Non-PAT secondary steel and pulp and paper industry clusters. d) Facilitate a national energy efficiency dialogue for the secondary steel and pulp and paper sector involving policymakers, research institutions, and business associations. Objectives: To provide two experts in four SDA (each) and support the establishment of MSME cells and Energy Management Centers within State Designated Agencies (SDAs) in 4 states and coordinate with relevant ministries and stakeholders to carry out the related activities. Tasks of the assignment: a) Initiating and overseeing the functioning of EMCs while monitoring progress and suggesting adjustments as needed. b) Organize awareness campaigns, workshops, and seminars for MSME clusters, conducting walkthrough and detailed energy audits, and field visits for energy conservation activities. c) Facilitate implementation of BEE-run programs for MSMEs and develop schemes/policies for energy conservation. d) Assessing the status of existing Energy Management Cells (EMCs) and identifying operational challenges. e) Undertake any other MSME-related work assigned by the SDA.
