TENDER NOTICE FOR SELECTION OF A CONTRACTOR TO UNDERTAKE NATIONAL LEVEL GUIDANCE STUDY FOR DISASTER RESILIENT E-BUS DEPOTS Background: The Indian government has ambitious objectives for electrifying its transportation sector, particularly its public bus fleet, and has implemented initiatives and policies such as the National Electric Mobility Mission Plan (NEMMP), national bus aggregation schemes, FAME and PM-E bus Sewa to accelerate the adoption of electric vehicles. This rapid shift underscores the importance of strategic planning and the development of disaster-resilient transportation infrastructure, including bus depots and terminals. The necessity for disaster resilient e-bus depots is underscored by the demand for high-voltage charging infrastructure and the elevated fire hazards associated with batteries, compounded by the diverse array of natural calamities prevalent across India's geographical regions. Objectives: i. Develop a detailed disaster-resilient infrastructure plan based on the guidance document. ii. Training and dissemination at local, national, and international level. iii. Contractor required to develop a national guidance document for Disaster Management of e-bus depots that can be used by cities to implement measures to make depots disaster resilient. Tasks of the assignment: 1. Comprehensive Risk Assessment, Preliminary Research and Current-state assessment 2. Development of framework for risk assessment and hazard mapping and methodology for vulnerability. 3. Preparation of Comprehensive Disaster Management Guide Document 4. Implementing a Disaster Resilient Infrastructure plan for a depot within one of the SUAMCA partner cities in accordance with the national guidebook developed. 5. No negotiations/changes to the GTCC shall be acceptable at a later stage.
