Description - SYNOPSIS OF PROPOSED CONTRACT ACTION The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), NOAA Fisheries, Alaska Fisheries Science Center (AFSC) requires Fishery Observer Support Services in support of the No rth Pacific Observer Program (NPOP).
