Description - Description: This component of the EMPOWER programme aims to contribute to creating a vibrant and self-sustaining private sector market for voluntary FP services in urban and semi-urban areas. This will involve identifying the market segments that ca n pay for their services and building capacity of private for profit (PFP) and Private-Not-For-Profit (PNFP) outlets to provide these services affordably and sustainably.
