Description - This competition applies to agreements on the obligation to deliver newspapers by subscription to subscribers who have no other newspaper distribution, in accordance with the Act on postal services of 4 September 2015 no. 91 (the "Postal Act") § 6 a nd 7 second paragraph, cf. regulations on post of 18 September 2015 no. 1063 (the "Postal Regulations") § 19.The service is characterized as a service of general economic importance.
