Description - This Request for Proposals (“RFP”) is an invitation by the Town of Smiths Falls (the “Town”) to prospective proponents to submit proposals for consulting services to complete a Heritage Conservation District (HCD) Study for the downtown area of the Town, as further described in Section B – Study Area.This RFP also includes the development of a Heritage Conservation District Plan and Guidelines as the second phase of this project, if directed by Council following consideration of the Heritage Conservation District Study.
