Description: Request for Expressions of Interest (EOI) for the Development of Solar Power Project(s) in Balochistan, Pakistan

K-Electric Limited ("KE") is seeking EOI(s) for the development of three solar power projects within its licensed network area in the province of Balochistan ("Project"). The Projects will be located at Uthal (25 MW), Bela (25 MW) and Vindar (50 MW). The Projects will be developed approximately within a 5 km radius of their respective existing KE grid stations. Each Project will be developed under an IPP mode and will be independently awarded to the successful Bidder(s) in accordance with NEPRA Competitive Bidding Tariff (Approval Procedure) Regulations 2017 (S.R.O. 306(1)/2017 DATED 02-05-2017) and its amendments dated 28th February, 2019.

The successful applicant(s) will form a Specific Purpose Entity (SPE) to develop, construct, operate and maintain these Project(s) under a 25-year Energy Purchase Agreement (EPA) with KE.

Reputable local and international companies with proven solar and/or renewable project experience and sound financial standing are encouraged to participate in the pre-qualification stage of the said Projects. The applicants applying for the EOI shall, inter alia, satisfy the following minimum criteria:

- Experience of renewable energy project development (domestic and/or international) and operations of at least 25 MW in the past five years; or

- Experience of any power project development and operations (domestic and/or international) of at least 50 MW in the past five years

("Minimum Criteria")

Interested applicants satisfying the Minimum Criteria may apply for the pre-qualification documents in writing by sending their EOI to and no later than August 21, 2020 before 13:00 hours PST.

The EOI shall include the following details:

1. Sponsor's name, profile, and country of origin
2. Contact details of two key representatives (name, designation, email address, contact number)
3. Affidavit/Undertaking on company letterhead stating the fulfilment of the minimum criteria
4. Project(s) for which it intends to bid (could be any or all three projects)

Only those applicants submitting an EOI in accordance with the above requirements shall be contacted by KE and issued pre-qualification documents.

The pre-qualified parties would thereafter be eligible to receive the Request for Proposal (RFP) (which will be at the absolute discretion of KE) for the initiation of the competitive bidding process in the next stage.

Any EOI received after the due date or in an incomplete form shall not be entertained.

KE reserves the right to accept or reject any or all the EOIs and/or annul the entire EOI process without assigning any reason whatsoever. KE shall not be liable for any expenses and/or costs incurred by the interested parties/consortium as a result thereof. In no circumstances will KE be liable for any cost, expense, loss, claim or damage arising out or in connection with an applicant's participation in this EOI process, or any subsequent request for RFP. KE shall not be liable for any costs incurred by any applicant in the preparation and submission of information in response to this EOI.

The issuance of this EOI or the submission of a response does not give rise to any commitment or legal relationship between KE and/or any applicant.
