Description: Request for proposals for "Investigation into the Use of Qingqis as a Mode of Public Transport in Punjab Province"

The Research for Community Access Partnership (ReCAP) is a six-year programme of applied research and knowledge dissemination funded by a grant from the UK Government through the Department for International Development (DFID). The overall aim is to promote safe and sustainable rural access in Africa and Asia through research and knowledge sharing between participating countries and the wider community.

Typical vehicles in rural transport in Pakistan include bicycles, motorcycles and also Qingqis - which are a form of intermediate public transport with a capacity of six passengers. They are operated commercially, usually under a 'fill and go' system.

Furthermore, as Qingqis have become an ubiquitous means of transportation in Pakistan for rural areas, the National Transport Research Centre (NTRC) of Pakistan, have expressed an interest in conducting a formal and detailed investigation into the use of Qingqis as a form of public transportation in the Punjab Province of Pakistan.

ReCAP, managed by Cardno Emerging Markets (UK) Ltd, is therefore seeking proposals from suitably qualified organisations for an Investigation into the Use of Qingqis as a Mode of Public Transport in Punjab Province. The study will consider the technological, economic, social, legal, safety and environmental aspects and implications of Qingqis and will promote greater understanding into Qingqis, provide recommendations for their improvement, and recommend mainstreaming/regulatory initiatives where necessary.

Interested bidders are advised that the indicative budget available for this contract is GBP 120,000.
