1. The Government of India represented through the Central Board of Excise and Customs (Indian Customs) and Government of Nepal entered into a Memorandum of Intent (MoI) to pilot the use of Electronic Cargo Tracking System (ECTS) for movement of traffic-in-transit belonging to Nepal. 2. The Asian Development Bank (ADB) ("the Procuring Agency") invites sealed bids from eligible bidders for selection of a Managed Service Provider (MSP) to provide electronic cargo tracking services during the pilot run. 3. Bidding is open to bidders from eligible source countries. Only eligible bidders meeting the qualification criteria stated in the bidding document, including the following criteria, may participate in this bidding: The bidder must have experience of supply, installation, operation and maintenance of electronic seals and monitoring application deployed for transit cargo for a period of at least two years for one or more customs administrations 4. International Competitive Bidding (ICB) will be conducted in accordance with ADB's Single-Stage: Two Envelope bidding procedure and is open to all interested bidders from eligible countries as described in the Bidding Document 5. A Pre-bid meeting shall take place on Friday 8th September, 2017 at 1500 Hours at the address mentioned below: India Resident Mission (INRM) - Asian Development Bank (ADB) 4 San Martin Marg, Chanakyapuri, New Delhi 110021 ; India 6. Delivery of bid: to the address mentioned above on or before the deadline of Friday 22nd September, 2017 7. ADB will not be responsible for any costs or expense incurred by bidders in connection with the preparation and/or delivery of bids. 8. Financial bids will be opened on Friday 29th September, 2017 at the address mentioned above in the presence of bidder's representatives who choose to attend. |
