Description: The Government of Sao Tome and Príncipe Ministerios das Infrastraestruturas, Recursos Naturais e Meio Ambiente (“AUTHORITY”) would like to undertake a Comprehensive Upgrade and Renovation of Existing Sao Tome International Airport (IATA: TMS; ICAO: FPST) (“PROJECT”) on a Design, Build, Operate and Transfer (DBOT) model based on a 49-year concession. AUTHORITY has authorized MEINHARDT (“PMC”) to act on behalf of the AUTHORITY as their Project & Construction Managers. AUTHORITY hereby invites tender submissions from interested organizations with proven experience and capability for the Project.

OBJECTIVE OF TENDER
The existing airport terminal was built in 1992 with minor upgrades till date, however, the current facilities are currently outdated and not adequate to meet the future passenger demand.  The objective of this project is to expand the existing facilities at São Tomé and Príncipe International Airport by designing and constructing of a new terminal to replace the existing terminal building on a Design, Build, Operate and Transfer (BOT) contract basis. The upgrade and renovation of the airport is prompted by the need to maximize São Tomé and Príncipe’s geographical location advantage, unlock its tourism potential, increase air transport services, promote the aviation industry and more importantly, re-establish São Tomé and Príncipe as an easily accessible destination. The new facilities shall be designed and constructed to meet ICAO and IATA standards and the forecasted future demand for increased passenger traffic.

Interested organizations shall confirm their interest in writing both to the AUTHORITY and the PMC at the following contact information with their company letterhead giving the name, address, e-mail address, telephone and fax number of the contact person with whom an appointment for the collection of the tender document could be made between 2 October 2023 and 31 October 2023.

TENDER COLLECTION
The tender document will be available for collection in person at AUTHORITY’s office in Sao Tome & Principe, during office hours (10:00 to 16:00 hours Sao Tome & Principe (GMT) Time, Monday to Friday excluding public holidays), between 2 October 2023 and 31 October 2023 upon appointment.  Site visit is obligatory until 17 November 2023. The non-refundable tender document fee of €1000 Euro (One Thousand Euros) shall be wire- transferred to the following account prior to the tender document collection.

Tender submission in response to the invitation must be in compliance with the requirements set out in the tender document and must be submitted to the AUTHORITY as described in the tender document no later than 16:00 hours on 30 November 2023 (Sao Tome & Principe Time (GMT)). Late submissions will not be accepted.

All costs and expenses incurred for or in connection with any response to this invitation, including the preparation and/or submission of tender and traveling to São Tomé, shall be borne entirely by the party concerned without recourse to the AUTHORITY. Please note that submissions are being invited on a non-committal basis and this invitation does not constitute any part of an offer for the AUTHORITY.
