The Organisation for Southern Cooperation (OSC) is seeking proposals from competent consultant’s/ consulting firms to support/ Assist the SEED team at OSC in the delivery of its six-month development of innovative strategies and national policies aimed enhancing educational governance by reviewing policies with a broad perspective that includes cross-sectoral influences, ensuring student success. It involves detailed analysis, gap identification, and strategic action planning to improve educational efficiency through systemic governance in BIE across Member States, by availing educational experts in the specific areas defined in the TOR.

Objective of the Consultancy
The OSC's 2023-2024 Programme highlights the education system as a complex, interconnected ecosystem. It emphasizes collaborative efforts among all stakeholders to ensure a sustainable and effective educational network. The objective of this Consultancy aims to enhance educational efficiency through systemic governance in BIE, using multi-sectoral analysis to identify gaps, actions, and opportunities across Member States. 
This approach aims to understand and address the widespread impact within the education system.
In particular, the consultancy is meant:
• Ecosystem Analysis: Recognize the education system as an interconnected ecosystem and foster stakeholder collaboration for a sustainable approach.
• Cross-Sectoral Policy Review: Conduct a methodological review to analyze the impact of various sectors on the educational system's performance.
• Systemic Governance in BIE: Work within the Balanced and Inclusive Education framework to ensure quality and inclusivity through multi-sectoral collaboration.
• Monitoring and Evaluation: Support Member States in monitoring and evaluating their progress towards an effective, efficient, and inclusive education system.
• Policy and Institutional Review: Undertake reviews of institutional structures, policies, curricula, teacher education, and assessments.
• Development of Diagnostic Tools: Create a systemic tool for diagnosing, monitoring, and evaluating the education system, incorporating digital technologies for data management and analysis.

Duties and Responsibilities of the Consultant
Applying consultants or consultancy firms must have a good track record of fielding highly qualified and experienced professionals for consultancy project. The duties and responsibilities of the consultancy/ Firm are:
a. Develop Country-Specific Support: Create technical assistance briefs and proposals tailored to individual countries.
b. Strategize and Recommend: Evaluate and devise country-specific strategies and policy recommendations, emphasizing a multisectoral governance approach for equitable education systems.
c. Implement Innovative Strategies: Assist Member States (MS) in the adoption and execution of innovative and revised educational strategies.
d. Technical Assistance and Capacity Building: Offer necessary support in the development and refinement of strategies and policies to fortify the systemic governance of education systems.
e. Tool and Plan Development: Formulate tools, forms, and actionable plans to monitor the progress and effectiveness of implemented policy recommendations.
f. Progress Review and Gap Analysis: Aid in the application of the tools and plans to assess progress, pinpoint deficiencies, and initiate corrective measures.
