| Description: | Aqualectra is inviting well-experienced and qualified Sea Water Reverse Osmosis (SWRO) bidders to submit a proposal for the design, build, own, operate and transfer (DBOOT) of a SWRO Plant referred to as “RO-5 Hato West”, with a production capacity of 20,000 cubic meter of drinking water per day with an option of 25,000 cubic meters of drinking water per day, for a minimum operation period of 20 years, to be built in the area of Hato West, Curacao. Requirements Of the various requirements, the following are the most important ones: • The participant has installation and manufacturing capacity available to produce the drinking water in accordance with industry standards and can supply the drinking water expeditiously within the stipulated time frame for the coming three (3) years. • Supplier has experience with manufacturing, delivery, operations and maintenance of SWRO projects. • Supplier has an established quality assurance system in accordance with ISO certification or equivalent. • A certified statement from the tax office showing proof that the participant has fulfilled the obligations based on the legal provisions regarding payment of taxes and social security, not older than 3 months. • A proof indicating that the participant is in good standing. • A proof showing that the participant is not in the state of bankruptcy or liquidation, or that the activities have been discontinued or against whom a payment moratorium exists. Issuance of Tender Document All proposed participants must register by sending an email in the period of February 20, 2024, till March 5, 2024, to swroplant@aqualectra.com. Upon registration, the proposed participant will receive by return e-mail a notification containing the application instructions. Aqualectra will sell the request for proposal (RfP) document at the price of US$ 250, =. The last day to receive proof of payment is March 7, 2024, at 09:00 local time (GMT-4). Aqualectra will e-mail the RfP document to all participants simultaneously on March 7, 2024, at 17:00 local time (GMT-4). Information and clarification on tender A clarification meeting will be held, on-site on March 21, 2024. Physical assistance to this on-site meeting is mandatory. The clarification minutes will be sent on March 28, 2024. The deadline for submitting clarifying questions is April 4, 2024. Aqualectra will send the answers to the clarifying questions to all participants simultaneously on April 11, 2024. The deadline for the submission of the proposals including all required documents via the designated Dropbox is from May 14, 2024 till May 16, 2024, at 09:59 am (GMT -4).
