Description: The Organisation for Southern Cooperation (OSC) is seeking proposals from competent consultant's/ consulting firms to support/ Assist the SEED team at OSC in the delivery of its six-month development of innovative strategies and national policies to expand higher education in rural areas, project by availing educational experts in the specific areas defined in the TOR.

1. Objective of the Consultancy

Higher education and trans-disciplinary research are pivotal for sustainable development. The OSC aims to harness these institutions to overcome barriers and foster inclusive growth in the Global South. The project aims to enhance higher education in rural areas through policy support,strategic development, and the integration of digital technologies, tailored tonational and local needs.

In particular, the consultancy is meant:
· Programmatic Delivery: Work under the Secretary General's authority, USG, SEED's guidance, and the Chief of Section's supervision to fulfil the programmatic mandate in member states.
· Policy Development: Travel to selected member states to develop policy recommendations and support their implementation.
· Strategic Collaboration: Partner with the Senior Specialist, Higher Education, to create strategies and plans for expanding higher education to rural areas.
· Targeted Outreach: Aim to engage withat least three member states by the end of the 2023-2024 biennium.
· Member State Selection: Choose member states based on educational context studies and their willingness toengage in higher education initiatives aligned with their National Development Plan.

 1. Dutiesand Responsibilities of the Consultant

Applying consultants must have a good track record of fielding highly qualified and experienced professionals for Higher Education consultancy project. The duties and responsibilities of the consultants are:
a. Higher Education Diagnostic Support: Collaborate with Member States (MS) to conduct higher education (HE) diagnostics in rural areas, utilizing the Greater South Government Optimisation Framework (GreSGOF).
b. Strategy Development: Aid MS in formulating and implementing innovative strategies to extend Higher Education to rural regions, with a focus on leveraging technology.
c. Technical Assistance and Capacity Building: Provide support in the creation and refinement of strategies and policies aimed at the rural expansion of Higher Education.
d. Implementation and Progress Monitoring: Assist in the application of tools and plans to evaluate progress, pinpoint improvement areas, and enact necessary changes.
