  Description - Expression of Interest: Consultant for Private sector development specialist-png 1. The pacific private sector development initiative (psdi) is a regional technical assistance facility co-financed by the government of australia, the government of  new zealand and the asian development bank (adb). Since 2006, psdi has been working with adb’s pacific developing member countries to improve the enabling environment for business and support inclusive, private sector-led economic growth. 2. In png, the government has embarked on a comprehensive state-owned enterprise reform program, supported by a $500 million policy-based loan from adb. Key actions under this program which have been supported by psdi include (i) passage of the kch amendment act to strengthen the governance, corporate planning and disclosure practices of the soes, (ii) passage of the public private partnership (ppp) amendment act to facilitate the development and implementation of ppp arrangements for infrastructure service delivery, (iii) preparation of a competitive tender for a 5mw solar ppp on the gazelle grid and (iv) completion of a ppp pre-feasibility assessment for a new water treatment plant to supply port moresby. 3.
