The economy of Azerbaijan has completed its post-Soviet transition into a major oil-based economy, from one where the state played the major role. The transition to oil production led to remarkable growth figures as projects came online; reaching 26.4% in 2005 and 34.6% in 2006 before subsiding to 10.8% and 9.3% in 2008 and 2009 respectively. Large oil reserves are a major contributor to Azerbaijan's economy. Progress on economic reform has generally lagged behind macroeconomic stabilization. The government has undertaken regulatory reforms in some areas, including the substantial opening of trade policy, but inefficient public administration in which commercial and regulatory interests are co-mingled limit the impact of these reforms. The government has largely completed privatization of agricultural lands and small and medium-sized enterprises. Since 2001, the economic activity in the country is regulated by the Ministry of Economy of Azerbaijan Republic. Azerbaijan has the largest agricultural basin in the region. About 54.9 percent of Azerbaijan is agricultural lands. According to World Bank's Doing Business report 2019, Azerbaijan improved its position in the Ease of doing business rank from 57 to 25, as well as ranked 4th among the top 10 improvers. The arms industry is a global industry which manufactures and sells weapons and military technology. It consists of a commercial industry involved in the research and development, engineering, production, and servicing of military material, equipment, and facilities. Arms-producing companies, or as the military industry, produce arms for the armed forces of states and for civilians. Departments of government also operate in the arms industry, buying and selling weapons, munitions and other military items. An arsenal is a place where arms and ammunition - whether privately or publicly owned - are made, maintained and repaired, stored, or issued, in any combination. Products of the arms industry include guns, artillery, ammunition, missiles, military aircraft, military vehicles, ships, electronic systems, night-vision devices, holographic weapon sights, laser rangefinders, laser sights, hand grenades, landmines and more. The arms industry also provides other logistical and operational support. The Stockholm International Peace Research Institute (SIPRI) estimated military expenditures as of 2018 at $1822 billion. Part of the money goes to the procurement of military hardware and services from the military industry. The five largest exporters in 2014–18 were the United States, Russia, France, Germany and China whilst the five biggest importers were Saudi Arabia, India, Egypt, Australia and Algeria. Many industrialized countries have a domestic arms-industry to supply their own military forces. Some countries also have a substantial legal or illegal domestic trade in weapons for use by their own citizens, primarily for self-defense, hunting or sporting purposes. Governments award contracts to supply their country's military; such arms contracts can become of substantial political importance. Various corporations, some publicly held, others private, bid for these contracts, which are often worth many billions of dollars.
