REQUEST FOR QUALIFICATION

The Road Development Authority of Mauritius ("the RDA") intends to procure the Design, Construction, Operation as a Toll Road, Maintenance and Financing of the Road Decongestion Program through a Public Private Partnership (the
"Project").
The Authority wishes to notify interested parties of a Request for Qualification for a private party to design, construct, operate as a toll road, maintain and finance the Road Decongestion Program. The Road Decongestion Program is an infrastructure program initiated by the RDA in consultation with the Government of Mauritius aimed at alleviating traffic congestion along the Port Louis Curepipe corridor. The Road Decongestion Program will be procured as a public private partnership in accordance with the Public Private Partnership Act No 37 of 2004, as amended. Details of the public private partnership are set out in the Request for Qualification ("RFQ"). Interested parties are hereby requested to submit a non-binding response to the RFQ, for consideration by the CPB in short-listing bidders for further participation in the request for proposals stage of the procurement.
RFQ Documents may be obtained via the website set up by the Government of Mauritius for the Project (www.mauritiustollproject.net), upon payment via EFT of a non-refundable documentation registration fee of $100 (one hundred United States Dollars) per user registering. All potential Bidders will be required to register on the website. Once registered, the user will receive a unique reference number. The user must quote this reference number in processing the required EFT payment to the RDA's bank account. The user must then send proof of payment with the related reference number to . AND to the RDA via email ( ) or fax (+230 686 7626). The user will then be granted access to the documents on the website. The CPB, in its sole discretion, reserves the right not to accept any RFQ response from a Bidder who is not registered.
A briefing session, which Bidders are advised to attend, will be held on 25 March 2010 at 11a.m. in the Conference Room of the Ministry of Public Infrastructure, Land Transport and Shipping, 9th floor, Moorgate House, Sir William Newton Street, Port Louis, Republic of Mauritius.
The closing date for the submission of applications has been scheduled for Thursday 22 April 2010 and the submission must be made in accordance with the provisions of the RFQ. Each Bidder's RFQ Bid is to be submitted not later than 13.30 hrs (Mauritian Time) on 22 April 2010 to:
